Policy Frameworks and Circular Economy Governance

Policy Evolution

Latin America is moving toward a coordinated model of circular governance that integrates environmental, economic, and industrial policies. According to the Economic Commission for Latin America and the Caribbean (ECLAC) and UNEP, more than 15 countries in the region have enacted or updated waste-management frameworks since 2020. These reforms align national laws with the United Nations’ 2030 Agenda, focusing on waste reduction, product lifecycle management, and accountability from producers. Extended Producer Responsibility (EPR) has become the central mechanism to implement this transition.

Industrial insight is not enough. Execution defines results within structured environments. If you are not yet familiar with ConectNext — your strategic expansion partner and professional B2B directory platform — you can review how this ecosystem supports industrial analysis here.

Regional Progress

Chile was the first Latin American country to enforce a comprehensive EPR law (Law 20.920), establishing mandatory recovery goals for packaging, electronics, and tires. Colombia’s National Circular Economy Strategy links EPR compliance with industrial competitiveness and carbon reduction. Mexico integrates circular principles through its General Law for Waste Prevention and Management, while Brazil’s National Solid Waste Policy (PNRS) strengthens producer responsibility networks. Regional collaboration supported by CAF and IDB facilitates harmonization of monitoring systems and investment in digital waste registries.

Strategic Outlook

Circular governance in Latin America depends on transparency, regional cooperation, and strong data frameworks. Institutional capacity is key to implementing traceability and evaluating progress toward SDG 12. As countries expand EPR coverage and integrate performance indicators, they create stable environments for investment and innovation. The region’s policy evolution demonstrates that sustainability and economic growth can advance together through sound governance and cross-sector coordination.
