Education, Technology, and Human Capital

Peru is investing heavily in education and technology to strengthen human capital and close the productivity gap across industries. The education sector represents nearly 4.6 percent of GDP and serves as the foundation for innovation, digital transformation, and inclusive development. A skilled and tech-oriented workforce is becoming central to the country’s long-term competitiveness.

Education Landscape and Access

Peru’s education system includes more than 8 million students and 500 higher education institutions. In 2024, public education spending reached USD 9.7 billion, marking a 7 percent increase from the previous year. This expansion reflects growing investment in school infrastructure, teacher training, and digital learning tools.

Enrollment in technical and vocational education is also rising. Programs in mechatronics, software engineering, and renewable energy attract strong demand as industries adopt automation and green technologies.

Digital Transformation and Learning Innovation

Technology is reshaping education in Peru. The National Digital Education Plan 2030 promotes hybrid classrooms, e-learning platforms, and access to high-speed internet for rural schools. More than 70 percent of public schools now use digital resources for science, mathematics, and language learning.

Universities are also expanding online programs and international partnerships. Institutions in Lima and Arequipa are collaborating with European and Asian universities on AI, data science, and biotechnology curricula.

Human Capital and Workforce Development

Peru’s economic diversification depends on skilled labor. The Programa Nacional de Empleo Juvenil and Talento Digital Peru provide training in programming, robotics, and digital marketing to improve employability. These initiatives target young professionals and displaced workers affected by automation.

The private sector also plays a crucial role. Companies in manufacturing, logistics, and finance are partnering with universities to create corporate training academies that match industry needs.

Research, Innovation, and Global Integration

Research and innovation are gaining momentum. R&D investment reached 0.25 percent of GDP in 2024, with plans to double by 2030. The National Innovation Council for Competitiveness (CONCYTEC) coordinates funding for technology parks and applied science projects.

Global cooperation programs with Germany, Japan, and South Korea are strengthening academic mobility and technology transfer. These alliances are preparing Peru’s workforce to compete in an increasingly digital global economy.

Strategic Outlook 2025–2035

Between 2025 and 2035, Peru’s education and human capital strategies will define its transition toward a knowledge-based economy. Expanding digital access, technical education, and innovation ecosystems will continue to raise productivity and inclusion.

By investing in people, technology, and research, Peru is building a skilled workforce capable of sustaining industrial transformation and long-term growth. This commitment to education and innovation ensures a more competitive and resilient future for the nation.
