Education Landscape and Reform

Paraguay’s education system includes over 9,000 institutions and serves more than 1.5 million students. The National Education Transformation Plan 2030 focuses on teacher training, STEM development, and digital literacy.

In 2024, literacy reached 95 percent, and secondary enrollment surpassed 85 percent, showing consistent improvement across regions.

Higher Education and Research

Universities and research centers are expanding their roles in science and innovation. The National University of Asunción (UNA) and Catholic University of Paraguay are developing programs in engineering, biotechnology, and data science.

Partnerships with international universities promote knowledge transfer and joint research in renewable energy, agriculture, and information technology.

Technical Education and Workforce Development

The National Professional Training Service (SNPP) and SINAFOCAL are leading technical education initiatives. In 2024, more than 80,000 workers received certification in logistics, industrial maintenance, and software development.

These programs align with labor market needs and support Industry 4.0 readiness across key economic sectors.

Digitalization and Skills for the Future

The Digital Paraguay Program promotes coding, robotics, and artificial intelligence training at all educational levels. Public–private initiatives with technology firms are creating innovation labs and entrepreneurship accelerators.

These efforts are improving employability, fostering innovation, and narrowing the digital divide.

Strategic Outlook 2025–2035

Between 2025 and 2035, Paraguay’s education and skills development agenda will drive technological progress and inclusive growth. Expanding digital access and strengthening research capacity will sustain competitiveness and human development.

With a focus on innovation and workforce adaptability, Paraguay is preparing the foundations for a knowledge-based economy.
